The  Ural Mathematical Journal is a high standard peer-reviewed electronic journal devoted to the publication of innovative research which covers the fields of Mathematics, Mechanics and Theoretical Computer Science, Computer Engineering and Optimization, and Control Theory.

We hope that the Ural Mathematical Journal will help Russian and foreign experts to exchange ideas, to establish new scientific contacts and to do important joint researches.

All papers are reviewed. In the process of papers reviewing experts of the highest level are involved. Our journal is published 2 times a year in English and includes only original papers containing new results that have never been published anywhere before.

Until March 18, 2019, the policy of the Journal allowed (by a special decision of the Editorial Council) the publication of full translations into English of papers published previously only in Russian.

At the session of the Journal Editorial Board on March 18, 2019, it was decided to publish (from that date) in the Ural Mathematical Journal only scientific papers not previously published in the domestic or international editions, regardless of the language of publication.

Peer Review Process

Submissions to  Ural Mathematical Journal undergo a scientific blind peer review process that is initiated and organized by an editor. The first stage of this review process is to decide whether or not the submission fits well into the scope of  Ural Mathematical Journal and to estimate if there are chances for it to be accepted.
The purpose of the reviewing process is then to eventually improve the submission, correct eventual flaws and come to a final decision of whether or not the manuscript is accepted for publication.
The reviewing is done by anonymous referees, that provide their feedback to the authors and the editors via detailed reports. These reports must in particular clearly state the decision that is proposed and give the reasons for which the referee has come to her or his conclusion.
For rejection a single but well justified report is sufficient.
For acception two well justified reports or one report and a well founded opinion of the editor is necessary.

Publication Frequency

The journal is periodical, it is published 2 times a year, in July and December.

Open Access Policy

The Ural Mathematical Journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.  

The journal does not charge article processing or submission charges. 
The journal adheres to the BOAI definition of open access: users have the right to "read, download, copy, distribute, print, search, or link to the full texts of all articles".

The full-text version of the journal is in the free access mode on the journal's website. Also, the journal's materials are placed on the platform of the Russian Scientific Citation Index (RINC) of the Russian Universal Scientific Electronic Library eLIBRARY.ru and on the all-Russian mathematical portal Math-Net.Ru.

Publication Ethics

Editorial Board of the  Ural Mathematical Journal behaves in accordance with the codes of conduct and international standards established by the Committee on Publication Ethics (COPE) and available on its website (http://publicationethics.org/). Relevant documents include: Code of Conduct and Best Practice Guidelines for Journal Editors and Code of Conduct for Journal Publishers.

General duties and responsibilities of editors

• Editors are accountable and should take responsibility for everything they publish.
• Editors preclude business and commercial needs from compromising intellectual and ethical standards.
• Editors should adopt editorial policies that encourage maximum transparency and complete, honest reporting.
• Editors should ensure that peer review at their journal is fair, unbiased and timely. A description of peer review processes is published at the journal’s official web site.
• Editors should guard the integrity of the published record by issuing corrections and retractions when needed and pursuing suspected or alleged research and publication misconduct.
• Editors should make it clear to peer reviewers and authors what is expected of them; and should have appropriate policies in place for handling editorial conflicts of interest.
• Editors decisions to accept or reject a paper for publication are based solely on the paper’s importance, originality and clarity, and the study’s validity and its relevance to the remit of the journal.
• Editors must obey the legislation of Russian Federation connected with the issues of confidentiality, including the Federal Law № 152-ФЗ «On Individual Data» from 27 July, 2006, and the Federal Law № 149-ФЗ «On Information, Information Technologies, and Data Protection» from 27 July, 2006, with all the respective amendments to these acts. Regardless of such legislation, however, they should always protect the confidentiality of personal information obtained in the course of research or professional interactions. If it is needed, the editors have the right to ask for a written informed consent for publication from people who might recognize themselves or be identified by others (e.g. from case reports or photographs).

General duties and responsibilities of authors

• Authors should submit papers only on work that has been conducted in an ethical and responsible manner and that complies with all relevant legislation.
• Authors should present their results clearly, honestly, and without fabrication, falsification or inappropriate data manipulation.
• Authors should adhere to publication requirements that submitted work is original, is not plagiarized, and has been neither published, nor submitted for publication elsewhere.
• Authors should ensure that the authorship (as represented in the byline for the paper) accurately reflects individuals’ contributions to the work and its reporting.
• Authors should disclose relevant funding sources and any existing or potential conflicts of interest.

Conflicts of interest

Editors should have systems for managing their own conflicts of interest as well as those of their authors, reviewers and Editorial Board members. Each action connected to the processes of submission, reviewing, and acceptance/rejection, should be checked for the possibility of a conflict of interest in the preventive way. Any unresolved conflict of interest should be reviewed by the special commission, which has to include the 2 representative of the Editorial Board who are not connected with the conflicting sides, and 3 independent persons not connected with the journal by any means.
